About Washington State’s Reentry Initiative
Washington State’s 1115 Waiver Reentry Initiative improves the delivery of targeted prerelease health care services to Medicaid/CHIP- enrolled adults and youth in Washington State prisons, jails, and carceral facilities.
Provided up to 90-days prior to release, these Medicaid covered services help ensure a person’s health and successful reentry to their community.
Our Services
As the State’s Reentry TPA, CHPS offers carceral facilities and health care providers the following services to support participation in the State’s Reentry Initiative:
Technical Assistance Hub
Our dedicated Carceral Facility Specialists and multidisciplinary community-based teams provide in-person and virtual training, online resources, and assistance to carry out new processes to connect incarcerated individuals to prerelease care.

Claims Processing and Billing Support
Our Claims Clearinghouse processes reentry health service claims for carceral facilities and their provider partners. This process includes identifying and billing the appropriate payer for reentry health services and responding to specific billing inquiries.
Our Claims Help Desk team is available to answer questions about Medicaid billing, individual claims, submission errors, can help with the process to enroll as a Medicaid provider, and supports a variety of other provider billing needs.
Reentry Case Management
Our Reentry Case Management team supports both prerelease and post release case management for eligible fee-for-service Medicaid/CHIP enrollees. We coordinate care and connect individuals to the social services or community resources they may need.

Fair Hearings Coordination
We assist carceral facilities and incarcerated individuals who wish to appeal a Medicaid/CHIPApple Health (Medicaid) eligibility determination, when denied enrollment. Our team works with the Washington State Office of Administrative Hearings (OAH) to coordinate the process with carceral facilities on behalf of the individual.
