About Washington State’s CBHS and IBSS Benefit
Medicaid-eligible adults with complex behavioral health needs may be eligible to receive supportive supervision in residential care settings like Adult Family Homes. This benefit includes:
Community Behavioral Health Supports (CBHS) helps individuals with an eligible mental health diagnosis or a traumatic brain injury build the skills they need for community living.
Intensive Behavioral Supportive Supervision (IBSS) is a higher level of in-person monitoring, redirection, and support for individuals at risk of harming themselves or others. IBSS helps reduce harmful behaviors and supports stability in the community.
Our Services
We support the Washington State Health Care Authority (HCA) by serving as the Third‑Party Administrator for clearinghouse services related to CBHS and IBSS.
Technical Assistance Hub
Our dedicated Adult Family Home Specialists offer technical assistance to participating providers who submit claims or claims data. Our support is designed around each Adult Family Home’s needs and helps make sure claims are accurate, complete, and submitted on time.

Claims Processing and Billing Support
Our Claims Clearinghouse is the main point of contact for the claims process. It supports participating Adult Family Homes with submitting claims and claims data for CBHS and IBSS services.
We receive, review, and process submitted information. We turn claims data into complete claims or encounters and submit them to the correct payer. All claims are processed following Medicaid billing rules and requirements.

Administrative Hearings Coordination
We help Adult Family Homes understand the steps required to request an administrative hearing. This may include hearings related to provider enrollment, claim submissions, or payment decisions.
